I’m talking about the inimitable E. Ray Scott, founder of the Michigan Council for the Arts, appointed by Gov. William Milliken, throughout his republican administration. This was again when aid for the arts was a bipartisan enterprise.

E. Ray Scott fought for the arts, whether or not he had massive budgets or modest, when the legislature no more time valued the arts. With the cooperation of the railroads, and astounding general public funding, ArtTrain toured the State of Michigan and finally a further 47 states.
