I’m talking about the inimitable E. Ray Scott, founder of the Michigan Council for the Arts, appointed by Gov. William Milliken, throughout his republican administration. E. Ray Scott fought for the arts, whether or not he had massive budgets or modest, when the legislature no more time valued the arts.
